With the right skills, a community can lead its own recovery
When Finance Minister Jim Flaherty addresses the recession in his forthcoming budget, he will use the standard tool kit - cutting taxes, spending more on infrastructure, and so on. But he should also test some promising new tools - tools that can support individuals to be more resilient and enable communities to develop their own solutions.
